Management of a major industrial crisis

Synthesis

The course will describe the preparation of an emergency plan focusing on major industrial events such as oil and gas wells blow outs, process plants exlosions, fires, air crashes, ship accidents, major pollutions at sea or in a river… The scope will include first the basis of a risk assessment of major technological accidents for a new plant or for a specific operation. The course will then mainly cover the preparation of an emergency plan including the means to be predisposed, main stake holders contact list, contracts to be prepared and typical emergency crisis cell organization. This will cover the main disciplines involved in a crisis and their respective roles and tasks: in house technical staff, external experts, human resources, communication, administrative support, internal and external communication, community officers…The course will cover identification of training required for crisis cell members, facilities and equipment required for a crisis room, crisis exercise scenario and organization of these exercises on regular basis.Accordingly to the available time and student count it is strongly recommended to run a typical crisis exercise involving all students, a debriefing of this exercise will close the course with main lessons learnt and recommendations.
The course will be based on real major accident cases that occurred in the oil and gas industry, but not only, we will use Piper Alpha and Macondo cases but some more minor cases will be also very interesting to be reviewed,.
The course will cover all external supports the company must contract in advance to face such a crisis: technical experts, communication experts,, lawyers, insurance…
